His main use is in an anti-pierce phys team, which consists of:

Alilat for Repel Pierce, or equivalent effects such as Atavaka's War Aid or Demiurge's False God.
Other Repel Phys demons, such as Rangda, Girimekhala, or Teal Quetzalcoatl.

The most important part of a Repel team is that Alilat (or equivalent) stays alive. Fog Breath helps with this, reducing the enemy's attack and increasing the chance that they'll miss, losing press turns.
